Stephen is the Vice President and Global Market Director for Transport Planning at Jacobs. He is responsible for the technical leadership of 850 transport planners at Jacobs, developing and applying innovation, thought leadership, and delivering global experience locally. He is an internationally recognized transport consultant, with 39 years of experience of leading complex, multi-modal projects in over 40 countries.
Throughout his career Stephen has been at the forefront of developing new technologies and solutions for clients. He also has particular interest in the use of big data in transport planning. He led the ground-breaking Trip Information System study for National Highways in the UK to create a national database of travel demand matrices using mobile phone data. Subsequently he led Project EDMOND for TfL in the UK, building a matrix of trips for all modes in London by fusing mobile phone data with other data sources and using it to model the impact of infrastructure and demand management schemes. He recently completed the STEAM model update in Abu Dhabi, using mobile phone data and other app data sources to world class model to test road and rail schemes and demand management policy measures. He is currently leading the Jacobs international expansion of the recently acquired Streetlight SaaS transport mobility platform to the Middle East and the UK.
Stephen specializes in the demand and revenue forecasts across all modes, particularly rail, including the Abu-Dhabi to Dubai, Abu Dhabi to Al Ain HSR projects and the passenger on freight study for Etihad Rail, Damman to Jubail Hyperloop in KSA, HS1 and HS2 in the UK, and other HSR projects in Texas and Florida in the US, Thailand and Australia.
